What is that fabric around the wrist? It’s part of the outfit but looks like she hurt herself!! Otherwise it’s ok but bad shoes

It is attached to the tube blouse inside the suit !! Unlike had she just worn the tube blazer with a plain tub top sans the hanging sleeves at wrist would have been more on point
How did she even manage to move her hands with her wrists tied up like that!
